Library billing category/ billing reasons are set as following: Credit, Damaged item fine, Lost item process fee, Lost item replacement fee, and Other.
A new billing category, Lost ILL Request, is added for posting fines related with inter library loan services.

Clean up Ex Libris out-of-box fine/fee type drop down menu, only display those used in our institution.
